What is it about? Various districts of Dubai provide an opportunity to live in a modern metropolis, enjoying all the advantages of developed infrastructure, and conduct business while being at the centre of economic events.
What to pay attention to? Dubai has more than 200 small districts (communities), each with its own advantages and features. But not all of them are the most promising and popular.
The United Arab Emirates (UAE) has become one of the most attractive countries for Russian business.
According to the Department of Economy and Tourism, in 2021, the authorities issued 72,152 new business licences, which is 69% more than in the previous year. Among these, companies with a single owner take the leading position — 37% of the total number; Limited Liability Companies (LLC) are in second place with 26%; individual entrepreneurs make up 13%.
It has been noted that interest in relocating Russian business to the UAE has increased by 300% compared to the end of 2021. Previously, Dubai was seen mostly as an additional investment centre, but now many Russian companies are transferring entire teams of employees there.

The Emirates have long established themselves as an attractive destination for Russian investors and entrepreneurs. This is due to several key factors:

This active business zone demonstrates rapid development and convenient location, making it attractive for both corporate and private investors. Most of the development in Business Bay includes office and commercial spaces, and residential complexes. Housing stock: studios and apartments with 1–4 bedrooms, as well as penthouses.
The advantages of this location include:
Property in this district of Dubai interests office workers, young professionals, businessmen, and investors. This community is also suitable for families with children, as all the necessary social infrastructure, including medical facilities and educational institutions, is nearby.
Downtown is not only an important city centre with many tourist attractions but also a key financial zone of the emirate. This business district of Dubai houses offices of leading companies and international banks, as well as various shopping and commercial spaces.
Foreign investors and business delegates choose Downtown for meetings for a reason: it has the necessary conditions for holding conferences and organizing various events.

This dynamic business district of Dubai is ideal for both buying property and renting housing. Dubai Downtown is an attractive place for profitable investments: all the necessary infrastructure is already developed, and key tourist attractions are in close proximity, ensuring high profitability.
One of Dubai's oldest districts, Deira, is probably the most traditional financial centre of the city. The emirate's historic business district is famous for its largest gold market, a variety of restaurants offering traditional UAE cuisine, and authentic eastern bazaars. Offices of local organizations, banking institutions, and large financial companies are located there.
Convenient location and proximity to DXB airport have made this authentic community attractive for business tourists and hosting various business events. Main characteristics of Dubai's Deira business district include:

Government and office institutions are concentrated in Deira, which is why this district of Dubai has become a popular location for business, business meetings, and property purchases, represented there by villas.
The Dubai International Financial Centre is not only a business district of Dubai but also a unique economic zone with its own legal rules in the areas of labour relations and real estate.
Dubai International Financial Centre offers excellent conditions for renting commercial premises and offices, which attracts branches of leading companies and banks.
Although DIFC is considered the largest financial centre in the Middle East and Africa, residential complexes are also located there. The main part of residential real estate is in multifunctional towers, where the first floors are allocated for shops, offices, and various commercial spaces.
This business quarter of Dubai is famous for its well-developed infrastructure: educational institutions, medical clinics, shops, and restaurants are in close proximity, making DIFC an excellent choice for both work and leisure.

The district attracts those who prefer the dynamic rhythm of life in a metropolis: highly qualified specialists, investors, and representatives of the largest corporate structures.
The district, also known as Beverly Hills in Dubai, became the first project with freehold ownership rights from Emaar Properties in this emirate. Within its framework, the developer offered land plots for sale, which gave each buyer the opportunity not only to purchase ready property but also to create their own home based on their design and layout preferences.
This community is rightfully considered one of the most prestigious places in the emirate, as it is home to high-ranking diplomats, politicians, and well-known businessmen with their families. According to Knight Frank data, in 2021, the share of Emirates Hills, along with Palm Jumeirah, accounted for almost 75% of the total volume of luxury property sales in the region.
Most villas in this district have magnificent views of green landscapes, including golf areas and one of 17 lakes. A unique feature of Emirates Hills is the high-class 18-hole Montgomerie Championship Golf Course, as well as the Emirates Golf Club, which is popular among residents and tourists.
In addition to first-class amenities, swimming pools, children's play areas, barbecue areas, tennis courts and basketball courts are available there, as well as round-the-clock security. Moreover, there are three major parks on the complex's territory: Lailak Park, Julnar Park, and Nasreen Park.

Because Emirates Hills is a gated community, residents are recommended to have a personal car for convenient travel around Dubai. The nearest metro stations, Sobha Realty and Al Khail, are a 15-minute drive away.
Among the educational institutions in the vicinity, it's worth highlighting the Dubai British School Emirates Hills, as well as DIA Emirates Hills — KG1 and Dubai International Academy — Emirates Hills. In addition, the district also has nurseries: Raffles Nursery Emirates Hills, Dewdrops Nursery, and Raffles Lake Nursery.
Emirates Hills offers a variety of villas with 2 to 8 bedrooms, the cost of which starts from 18,000,000 AED (4,901,000 USD, 351,300,000 RUB). Land plots can also be purchased at a price of approximately 27,000,000 AED (7,352,000 USD, 526,900,000 RUB).
There are also residences with 5–7 bedrooms that can be rented at prices starting from 1,000,000 AED (272,300 USD, 19,515,000 RUB) per year.
The community was formed more than two decades ago and represents a territory without ownership rights, located on Jumeirah Beach Road between Jumeirah and Al Sufouh. This district of Dubai is divided into three sub-districts: Umm Suqeim 1, 2, and 3, which are home to about 12,000 people.
The nature of the area has remained virtually untouched: active construction work is not carried out there, which has contributed to its organic development over many years. Like Emirates Hills, Umm Suqeim is one of the most attractive places for wealthy residents of Dubai.
Only local Gulf nationals have the right to purchase property there, while foreigners can only rent properties in this district.
The Umm Suqeim district offers luxurious individually designed villas with private yards and swimming pools, reflecting the high status of its residents. Since there is a limited selection of apartments there, Umm Suqeim usually does not attract singles and is more oriented towards families.
This district is famous for its peace and quiet but at the same time is located close to popular Dubai attractions. There is Kite Beach there, where you can enjoy many water sports such as kitesurfing, wakeboarding, and paddleboarding.
There is also the Wild Wadi Water Park there, offering a wave pool, two artificial surfing waves, and 17 slides for an unforgettable pastime.
Furthermore, Umm Suqeim has developed social infrastructure: shopping complexes, grocery supermarkets, restaurants, mosques, medical facilities, hotels, and numerous bus stops.
There are many educational institutions in this district: Hind Bint Maktoum School, Collegiate International School, Raffles Academy, Kids Palace Nursery, and others.

In Umm Suqeim, villas with 4 to 8 bedrooms are available for sale, with a starting price of 5,900,000 AED (1,607,000 USD, 115,140,000 RUB). In addition, there is a wide selection of properties for rent there, including villas with 3–8 bedrooms, the rental cost of which starts at 95,000 AED (26,000 USD, 1,855,000 RUB) per year.
The multifunctional complex Al Barari Villas, developed by Al Barari Development Company, is located in the Nad Al Sheba district, Dubailand, surrounded by green gardens, pedestrian paths, and water bodies. This is the first integrated luxury-class project with an emphasis on environmental sustainability in this region.
It includes the construction of 260 villas, made in six diverse styles: Balinese, Mediterranean, modern, water, forest, and renaissance. To enhance the environmental efficiency of the community, each villa is equipped with energy-saving systems.
Al Barari Villas is a gated community that offers various opportunities for recreation and leisure. Among them are the Body Language wellness club and the Heart & Soul centre, as well as two restaurants: The Farm and Mez Me.
Additionally, the complex is famous for housing the largest plant sanctuary in this region, Greenworks, which has more than 500 species of cultivated plants collected from all corners of the world. For the youngest residents, there is the Al Barari Playground, which actively promotes the principles of a healthy lifestyle.
The gated Al Barari Villas complex is located near the intersection of Sheikh Mohammed Bin Zayed and Al Ain roads, which guarantees convenient access to various districts of the emirate.
Currently, there are no metro stations or bus stops in the vicinity, so a personal car is necessary if you are considering this place for residence. Children's educational institutions are available in Al Barari Villas, such as Kids Spot Nursery Barari, Daffodil Barari Nursery, and Dunecrest American School, where children can receive education and care.

MBR City is an ambitious project representing a “city within a city” that has everything necessary for comfortable living. On its territory, there are several large green parks, a shopping centre, an amusement park, a golf club, and a racing circuit. Two international British schools are also located there.
Jebel Ali, located southwest of Dubai's centre, is the most important port in this area and includes an extensive industrial complex with developed infrastructure. The Jebel Ali Free Zone business park is also located there, which provides a number of advantages for foreign companies wishing to register and conduct their activities in the UAE.
Choosing the optimal place for doing business in Dubai is based on several aspects:
