Roaming in the UAE: Conditions, Rates, and Alternatives
Save the article:
What is it about? Roaming in the UAE is the easiest way to stay connected: simply enable the service, keep your current number, pay in your currency, and rely on your usual customer support.
What to pay attention to? However, cost-wise, roaming is far from the most budget-friendly option — local SIM cards and eSIMs are significantly cheaper. Tourists arriving in the UAE are given a free SIM card right at the airport, and full local operator plans are offered there as well. But there are certain nuances to be aware of.
Specifics of Mobile Communication in the UAE
The UAE authorities take the organization of telecommunications networks very seriously. One consequence is the inability to use messengers like WhatsApp or Telegram for audio and video calls.
UAE laws prohibit transmitting voice data except through a licensed mobile operator. This is why using hotel or café Wi-Fi for messenger calls is also blocked.
You can send voice messages, but to make calls, use SMS, or use mobile internet, you need a SIM card. There have been cases of Russians trying to bypass the restrictions using VPNs out of habit.
Our recommendation: do not do this in the UAE. The country has a strong tradition of law enforcement and a rather strict penalty system.
Roaming Conditions in the UAE from Russian Operators
Let’s be clear upfront — using roaming in the Emirates is not very cost-effective. Expenses will be significantly higher than with local operators. Nevertheless, for short stays or if you don’t want to change your SIM card, Russian providers’ offers are available.

MTS
MTS roaming in the UAE consists of two packages:
“Abroad” — 550 RUB per day. Charged only if you make/receive calls (10 minutes per day) or use the internet (unlimited).
“Abroad+” — 4,000 RUB. Connected together with the “Abroad” service (no extra charge for the basic one). This means that by cancelling the “Abroad” service you’ll lose access to both. In this case, calls and Internet traffic are calculated at basic rates. This service provides 10 free uses of the “Abroad” package.

How to Activate Roaming in the UAE
Roaming activation is a crucial step. Check your operator’s rates in advance before enabling roaming in the UAE — otherwise, you risk being left without connection at the start of your trip. Here’s what to do:
Check the basics
Make sure that:
The number is registered in your name (corporate plans sometimes don’t work properly)
There is enough money on the account for the deposit (10–50 USD depending on the operator)
There are no debts on your main contract
The SIM card will remain active for at least another 30 days

These requirements protect operators from fraud and guarantee you uninterrupted service abroad.
3–5 days before departure
Review UAE roaming data and estimate your costs
Compare standard roaming, special packages, and alternatives (e.g., eSIM)
Add 20–30 % extra funds to your balance just in case
Roaming activation
Enable it 1–2 days before departure. There are a few options:
USSD commands — quick activation but limited functionality
Operator’s mobile app — convenient and informative
Personal account on the website — this option offers precise settings
Call customer support — this option allows you to receive personalized assistance
Verify roaming activation for the UAE
12–24 hours before the flight, check that the services are active. Request balance: *100# (MTS), *105# (Megafon), *102# (Beeline), *135# (Tele2). Confirm that roaming and additional packages are enabled.
The limits are set and customer support numbers are saved

Remember: roaming does not activate instantly. Take care of it at least a day in advance so that everything works properly upon arrival.
Alternatives to Roaming in the UAE
Local operator SIM cards — an excellent solution for foreign visitors
This may be the best option for tourists. Here are the three main operators in the UAE mobile market for comparison:
Etisalat — a premium operator with the best 5G/4G coverage across the country. Ideal if you plan to travel outside major cities (deserts or other emirates), with Etisalat, you'll stay connected anywhere in the UAE.
du — strong coverage in Dubai, Abu Dhabi, and other big cities. It usually offers tourists more favorable packages than Etisalat, with virtually no difference in quality.
Virgin Mobile — a virtual operator using du’s network. It is known for flexible plans and targeting tech-savvy youth.
Purchasing a SIM card is made as easy as possible for tourists:
Right after arrival at the airport (most convenient). After passport control, visit Etisalat or du counters. English-speaking staff will help choose a plan, install, and activate the SIM within 5–10 minutes.
During passport control. Immigration officers at Dubai International often give free du SIM cards with 1 GB of data for 24 hours — enough to call a taxi and get to your hotel. You can choose a tariff plan and top up later.
At official mobile operator stores. These can be found in major malls (e.g., Dubai Mall, Mall of the Emirates). There are various tariff plans available, suitable for any budget and needs.
In large supermarkets (e.g., Carrefour sometimes sells starter packs).
To get a tourist SIM card, you only need your passport. The staff will take your photo, scan the passport, and register the number.
eSIM as an alternative
This is a digital chip built into your smartphone that works like a regular SIM card. The activation process is as follows: buy a plan online, receive a QR code, scan it with your camera, and the plan is installed. The physical SIM slot remains free.
Advantages of an eSIM when traveling to Dubai:
Instant activation — buy before departure or at the airport and activate via airport Wi-Fi.
No need to search for a shop or wait in line — everything is done online.
Your main number stays active (can receive texts, e. g., from a bank, and even calls if configured).
Many providers — besides Etisalat and du, which also offer an eSIM, there are many international operators (Airalo, Holafly, Yesim) offering this service, and they often have better rates.

What are the disadvantages of roaming?
Cons:
Expensive. This is the main drawback. Daily roaming costs can match a lunch at a good café.
Limited data. Daily packages are small (e.g., 1 GB at full speed, then throttled to 64–128 Kbit/s). It's enough for messengers and maps, but not for watching a video or large image downloads.
Hidden conditions. Rates can change, and you might end up on expensive base tariffs.
What to choose when traveling to Dubai?
We recommend:
For trips longer than 3 days — get a local du or Etisalat SIM card.
If your phone supports an eSIM — install a plan from Airalo or another similar provider in advance.
To minimize costs — rely on Wi-Fi and a small 2–3 GB local plan.
For families (2–3 people) — one local SIM card with a large data package and hotspot sharing should be enough.
Staying connected in the UAE is essential for a comfortable trip. Choosing the right option can also save you a significant amount of money. Choose wisely.
